On July 23, CSP International Risk Management Consulting was entrusted to prepare the public security risk assessment report of overseas projects and institutions for a central enterprise. Due to the tight schedule and heavy task of the project, CSP assembled an elite team, through overall scientific planning and professional practice, “fulfilling a seemingly impossible task in the spirit of winning the Tashan Blockade Battle”. After 13 days of intensive work, nearly 100 risk assessment and security recommendation reports in more than 40 countries have been completed efficiently and successfully.

After providing years of consulting services, CSP International Risk Management Consulting has accumulated a large number of data and information resources. Through the construction of the expert and talent team, it owns a large number of channels to obtain important data and information in time, which has laid a solid foundation for the efficient completion of this task. The CSP project team is made up of experts in international issues, experts in counter-terrorism research, experts in consular protection, experts in security technology, and security experts with rich on-site experience. In the face of a large number of text compilation, data admission and written typesetting, CSP gave full play to the advantages of long-term cooperation with major famous universities, and quickly organized a compilation team, which is composed of masters and doctors from Tsinghua University, Peking University and other famous universities.

The risk assessment tasks undertaken by CSP are mainly distributed in Africa and the Middle East, with a large number of countries involved, leading to huge information processing capacity and involving complete types of risks. CSP experts quickly submitted templates and samples approved by Party A. Through training and guidance, the compilation team composed of top students from famous schools quickly mastered the research ideas and methods of risk assessment. The division of labor, cooperation and close cooperation between experts and the team ensured the completion of tasks with high quality in a short period.

In order to ensure the accuracy of the analysis conclusion, the CSP project team connected with overseas field for several times to collect the front-line data information, and also provided security consulting for field personnel from a professional perspective. In the process of preparing the report, CSP referred to the research results of the authoritative think tank, collected overseas risk monitoring data, and connected the security industry personnel who were on duty on the scene, conducted multi-dimensional research and data analysis to present objective facts, and formulated security suggestions in line with actual needs.

Social security, terrorist attack and armed conflict are the three major public security risks for overseas branches and projects. Among them, social security events mainly include theft, robbery, kidnapping and mass incidents. Given the general severity of COVID-19 worldwide, epidemic containment was not considered as the focus of this assessment, but the impact of COVID-19 on the economy and society of various countries will undoubtedly exacerbate the rise of other types of risks. On the basis of carefully studying and judging the reported data and conducting investigation via on-site connection, CSP sorted out the problems and hidden dangers in more than 500 overseas projects, and put forward more than 800 recommendations for security & protection improvement.

Through the risk assessment project of the enterprise overseas projects, CSP more deeply felt the necessity and urgency for combining the implementation of the main responsibility of enterprise safety production with the overseas security professional services.

First of all, the safety management of overseas projects should clarify the principle of “No evaluation, no project approval”. An independent risk assessment report should be issued by a qualified third-party institution to avoid incomplete analysis of risk types, inaccurate quantification of risk threats and deliberate reduction of risk level.

Secondly, formulate the allocation standards of security facilities and security forces in a scientifical way. The guidelines or requirements for the allocation of security facilities and security forces in line with objective needs should be prepared in combination with the specific conditions of overseas projects of various enterprises and with reference to the opinions of third-party professional institutions.

Finally, overseas projects and institutions should establish a public security audit system. The combination of enterprise internal audit and third-party professional audit, and the combination of normal audit and temporary strengthened audit ensure that public security management and security measures are well implemented and play their due role.
